Taman Wisata Alam (TWA) Saibi Sarabua merupakan salah satu dari 9 Taman Wisata Alam (TWA) yang ada dibawah pengawasan Balai KSDA Sumatera Barat. Taman Wisata Alam (TWA) Saibi Sarabua ini terletak di Kabupaten Kepulauan Mentawai, tepatnya di Pulau Sirebrut yang dapat dicapai menggunakan Kapal ASDP dengan waktu tempuh ± 10 jam dan Kapal Cepat dengan waktu tempuh ± 3,5 jam.
Taman Wisata Alam (TWA) Saibi Sarabua pertama kali ditunjuk menjadi kawasan KSA/KPA melalui Surat Keputusan Menteri Kehutanan nomor SK. 35/Menhut-II/2013 tanggal 15 Januari 2013. Pada perkembangannya, pada tahun 2015 melalui Surat Pengusulan Dirjen KSDAE nomo S.430/IV-KKBHL/2015 bentang kawasan ini diusulkan menjadi Taman Wisata Alam Saibi Sarabua kemudian ditetapkan dengan Surat Keputusan Menteri Lingkungan Hidup dan Kehutanan nomor SK.602/Menlhk/Setjen/PLA.2/8/2016 tanggal 3 Agustus 2016 dengan fungsi definitif sebagai Taman Wisata Alam (TWA) Saibi Sarabua seluas 3.220,99 ha.
Taman Wisata Alam (TWA) Saibi Sarabua terbagi menjadi 2 bagian kawasan, yakni kawasan mangrove dan kawasan daratan. Pada kawasan mangrove, potensi flora yang terdapat adalah Tuiyo (Rhizophora apiculata Bl.), Peigu (Rhizophora mucronata Lmk.), Potcou (Bruguiera gymnorrhiza (L.) Lamk.) dan Togro (Ceriops tagal (Perr.) C.B.Rob.) sedangkan untuk kawasan daratan adalah Meranti Merah (Shorea sp), Keruing (Dipterocarpus retutus), Mahang (Macaranga gigantae), Pulai (Alstonia scholaris). Untuk potensi fauna adalah bilou (Hyloubates klossii), beo mentawai (Gracula religiosa batuensis), lutung mentawai (Presbytis potenziani), monyet ekor babi (Siamas concolor), beruk mentawai (Macaca pagensis). Selain itu, juga ditemukan jenis-jenis satwa liar yang tidak dilindungi, seperti babi hutan (Sus scrofa), murai batu (Copsychus malabaricus), ular sawah (Malayopyton reticulatus) dan tikus mentawai (Maxomys pagensis).
Sesuai dengan amanah Undang Undang Nomor 41 Tahun 1999 tentang Kehutanan kemudian diturunkan menjadi Peraturan Pemerintah Nomor 28 Tahun 2011 tentang Penyelenggaran KSA dan KPA, Taman Wisata Alam (TWA) Saibi Sarabua adalah KPA yang dimanfaatkan terutama untuk kepentingan pariwisata alam dan rekreasi. Oleh karena itu, untuk pengelolaannya harus dilakukan penataan sesuai dengan PermenLHK no.p.76/setjen/2015.
Penataan Kawasan merupakan hal mutlak yang harus dilakukan untuk memudahkan pengelolaan nantinya. Penataan kawasan didasari pada data potensi-potensi yang ada pada kawasan yang kemudian dilakukan bloking sesuai peruntukannya. Hasil bloking dipublikasikan kepada pihak terkait seperti pemerintah daerah, pemerintah desa, NGO/ LSM dan masyarakat untuk diminta masukan-masukan sebagai penyempurnaan penataan kawasan. Dengan dilakukan penataan Taman Wisata Alam (TWA) Saibi Sarabua, diharapkan tidak terjadi lagi pengrusakan kawasan oleh pihak-pihak yang tidak bertanggung jawab dan kawasan tetap lestari sebagai tempat hidup bagi semua makluk (Afdal/ Polhut Pertama).
